NSW Pool Fencing Requirements and Guidelines

In New South Wales, swimming pool and spa fencing must comply with the NSW Swimming Pools Act and relevant Australian Standards. Any pool or spa capable of holding more than 300mm of water must have a compliant safety barrier.

Fence Height

  • Pool fences must be at least 1.2 metres (1200mm) high when measured from finished ground level.
  • If a boundary fence forms part of the pool barrier, it must be at least 1.8 metres (1800mm) high on the pool side.

Gaps and Openings

  • The gap beneath the fence must not exceed 100mm.
  • Openings between vertical fence members must not exceed 100mm

Non-Climbable Zone (NCZ)

A pool fence must not be easy to climb.

Requirements include:

  • A 900mm non-climbable zone around the fence.
  • Trees, shrubs, BBQs, furniture, pot plants, toys, ladders and similar objects must not create climbing points near the fence.
  • Horizontal rails or bars that could be used as footholds must generally be spaced at least 900mm apart.

Pool Gates

Pool gates must:

  • Open outwards, away from the swimming pool area.
  • Be fitted with a self-closing mechanism that automatically shuts the gate after use.
  • Include a self-latching device that securely engages each time the gate closes.
  • Remain closed at all times and must not be wedged or propped open.
  • Have the latch installed in a compliant position that is not easily accessible to young children.

CPR Signage

A compliant CPR sign must be permanently displayed in the pool area and be clearly visible. 

Glass Pool Fencing Requirements

Both frameless and semi-frameless glass pool fences are permitted, provided they comply with:

  • Minimum height requirements.
  • Maximum 100mm gaps.
  • Self-closing, self-latching gates.
  • Non-climbable zone requirements.

Pool Registration Requirements

All swimming pools and spas in NSW must be registered on the NSW Swimming Pool Register. Pool owners are responsible for maintaining compliance at all times.

  • Gates that do not close and latch automatically after being opened.
  • Objects located within the non-climbable zone that could be used to scale the fence.

  • Missing, faded, damaged, or non-compliant CPR signage.
  • Boundary fences that fail to meet the minimum required height of 1800mm.
